[grc] Legal ID in Non-English Language

There is no specific language in §73.1201 regarding the language. I have 
commonly heard legal IDs in Spanish.  With the exception of some letters 
(like "zeta" for z in Spanish or the letter "y" in French), the 
pronunciations are fairly close to English.   For other non-radio common 
languages, it would probably be better to use an English identifier just 
at the top of the hour.  In Japanese, the romanized letters (A~Z) are 
normally spoken using American English (using "zee" instead of "zed").
