In general, FCC staff will (eventually) respond to short and succinct email questions. To phone calls: not as much.
Deputy Bureau Chief Jim Bradshaw is usually responsive to questions of policy that don't fit into neat "boxes", or he'll forward questions to other appropriate staff members.
And yes, us "consultants" can sometimes get a faster response if you get stuck.

GRC Friends,
I have been trying to get someone at the FCC to answer a few questions, and I can't get anyone to reply to my E-mail or phone messages.
A few years ago when I was going through the ordeal of trying to obtain our construction permit, help from people at the FCC, like Gary Loehrs, were indispensable to my success. That experience led me to believe that the FCC had an interest in ensuring that LPFM stations get on the air and continued to operate legally.
Things went well enough since then, and until now I have not needed to contact anyone at the FCC. If I remember correctly Gary Loehrs is long gone, and now I can't get anyone who knows anything at all to respond to my E-mail and phone messages. Is this normal? What should I do?
Should I send my questions to someone in the management hierarchy who might forward the questions to the people who are supposed to provide answers?
I don't want to go into the details of the questions I have been trying to ask the FCC here; they are a separate issue and it would make sense to post those questions under a new topic. It is quite likely that someone on this list is able to answer those questions. But I have to wonder what the FCC would intend for the LPFM operators to do who do not have the benefit of help from an organization like the GRC? Keep a broadcast engineer and an attorney on retainer?
