[grc] The return of VOA programming to shortwave radio?

The quintessence of radio! Given the news about this and the BBC, we just
fired up our shortwave receiver this week to tinker around with it here in
Madison, Wisconsin.

Does anyone know how, exactly, shortwave licenses are distributed? Has
anyone had any success in broadcasting in shortwave? A massive project, to
be sure, but I'm curious. I haven't been able to find definitive
information online.
