Thank you for taking the lead on this.

I feel compelled to request compliance with some well established
traditions of the conference regarding the process of recruiting and
selection of the conference host.

If your station is considering hosting the conference, the traditional
application procedure is to announce your offer to the public.  One
place to do this is at the closing meeting of the conference, but that
has passed so the other way to do this is to announce on this email
list.

Your announcement on this list, not an application sent to any
committee or individual, is considered to be the proper way to indicate
your offer to host.

Before you do this, it is recommended that you contact an "elder of the
conference", someone who has had a major role in putting on the
conference, in the past.  You can make this contact any way you want.
In this conversation we can discuss what it is like, what you need, and
what you can expect.  It's a friendly chat, not a test.

For this, you can contact me by email, as I have played a major role in
putting on the conference.  You can also contact anyone else.  With
this in mind, I am requesting now that anyone else who has such
experience putting on the conference who wants to help a future host to
please reply to this email, on this list, to offer your help.

Once we have offers to host, acceptance is by public consensus.  If
there are multiple offers to host, the parties meet and mutually decide
what to do.  Usually the resolution is something like "we host this
year, you host next year".  So far, the conference has never outright
rejected any offer to host.

The "steering committee" does not have the authority to "select" a
host, or really any authority at all.  To give a committee that
authority would be like giving a board of elections authority to choose
the winner.  The role of a "steering committee" here would be to solicit
offers, to oversee the process, and to make sure it is fair, friendly,
and inclusive.

Once it has been established who is the next host, the host has
complete freedom regarding how to put on the conference, including who
to work with.  The conferences are as diverse as the stations, and we
like it that way.  Lots of help is available, if you want it, from the
people who have put on the conference in the past, from future hosts,
and from individuals.  This can make it possible for even the smallest
stations to host.

The "seed money" is intended to be used to cover conference expenses
that are due before the conference has revenue.  It should be used to
open a working bank account that is used by the conference for
conference expenses and income.  Conference money must be kept
separate from station money.  After the conference is over, the money
in the account may be divided.  One portion must be passed on to the
next conference host as seed money.  The other portion is turned over
to the host as profit.  If the conference lost money, the entire
balance must be turned over to the next host, and there is no profit.
It is ok, in this case, to pass on less than you got.  The seed money
fund absorbs the loss, protecting the host station against loss.  If the
conference makes money, an amount at least equal to the original seed
amount must be passed on, and additional funds should be added to the
seed, increasing the amount passed on to the next host. The rest can be
turned over to the host station, or used in a manner the host
organization decides.
