[grc] FCC DTV applications intake is open???

Applying for a full-service TV station is a rulemaking proceeding as a
new channel needs to be added to the able of allotments and then once on
there, it will go to auction to allow for competing interests. It's not
as easy as just signing up for a station. Also, forget about it in
metro areas. Since all of the repacking, there's only 35 channels now,
of those only 23 (the UHF ones) are truly viable.
There are additional procedures if the desire is for the channel to be
reserved for noncommercial purposes.
Low Power TV stations can only be applied for during designated filing
windows.
Just keep in mind, anytime there is an auction, if a noncommercial
applicant is up against a commercial applicant, the commercial applicant
will always win. The way around that is to file as a commercial station
and pay all of the auction fees and then convert the station to
noncommercial later.
We can talk on the phone sometime and I can explain more. It's way too
complicated (and slightly out of scope) for this list.
