[grc] Democracy Now on commercial shortwave station

WRMI is operating 100kW with a 315 degree beam which they claim is 
targeting Canada (zones 2 and 3) but it is obvious they are targeting 
the US (which is illegal).   A "commercial" shortwave station in the US 
must be careful to not carry commercials that target US listeners.  The 
way the rules are written, any commercials carried on SW must target 
foreign listeners only.

The 315 degree beam from Florida on 31 meters is not going to be 
received too well on the west coast or more or less, Canada.  Here in 
Maryland, I am hearing it but barely (01:22 UTC).
