[grc] Minor mod distance limit WRT licensed or granted CP?

I have a case where a licensed LPFM also has a granted CP.  They're 
wondering as am I, whether the "5.6km" minor-mod distance is measured 
from the license or the CP.  My guess at the intention is that 
measurement is relative to the license, but it wasn't clear when I 
skimmed the rules, and measuring from the CP would be an advantage for 
them, and I keep in mind the FCC's dimmer view of hopscotching.
