[grc] Question re: Underwriting - can we combine underwriters under one price?

We were interested in making a group-buy for local underwriters - in other
words, allow a group of local businesses to get together to pay for an
underwriting credit on KHOI. I seem to remember someone telling me this is
not legal. Anyone know if that is in fact the case? If it is legal, has
anyone done this with good results?
