[grc] Question about Announcing free events/free offers

Hello GRC-ers,

Had a question come up and was hoping someone can inform me. Are you
allowed for non-commercial radio to announce a free event. Heard that
"free" is actually naming a price so that counts as a call to action?

This is important because plenty of non-profit groups are doing events and
want their stuff advertised on air, but can we say that the event is
"free"?

Also if there is a charter school or some service that people are offering
free of charge, does that count as naming a price? Is that a call to action?
