Generally, unless there is an agreement to the contrary, content created by
volunteers is their property. The payment by the station of a salary or a
fee is what creates ownership by the station entity,
That is not to say that a station cannot create a different policy and if
everyone agrees to it, then those are the terms. But in the absence of a
clearly written and agreed to policy, the station is not going
to have any claim to restrict what volunteer programmers can do with their
own content beyond the terms of broadcasting on the station itself.
